Bob Wirch, one of the two Democratic state senators in Wisconsin facing a recall election Aug. 16, 2011, tells voters they should keep him in office because of his record on creating jobs in his Kenosha-based district.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">But can the former factory worker and 19-year lawmaker, who is being challenged by Republican Jonathan Steitz, fairly claim part of the credit for coaxing an Illinois company to bring hundreds of jobs over the border? <strong><span style="color: red;">NO .. Liar Liar "Pants on Fire"</span></strong></span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">The claim is made in a flier Wirch’s campaign mailed July 25, 2011 to voters. The flier cites Uline, a national distributor of shipping, industrial and packaging materials, and includes this headline:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">"Bob Wirch helped bring Uline to our area -- creating 800 local jobs."</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">So, did he?</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Uline describes itself as a family-owned company that employs 2,600 employees across the country. It was founded in 1980 by Dick and Liz Uihlein; Dick Uihlein is the great-grandson of the founder of the Jos. Schlitz Brewing Co., one of Milwaukee’s famed beer makers.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">The company was headquartered in Waukegan, Ill., just south of the Wisconsin border, when it announced n June 2006 that it would expand in Pleasant Prairie, a Kenosha suburb about 40 miles south of Milwaukee. Both Wirch and Steitz, a lawyer who is making his first run for public office, live in the village.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Uline made big news in January 2008, when it announced it would move its headquarters to Pleasant Prairie and build a distribution center there, investing $100 million and employing 1,000 people by 2010. The company also said it would utilize state government incentives that were later calculated to be worth up to $18.6 million over nine years.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">The Wirch campaign flier led <strong>Dick and Liz Uihlein to issue a statement</strong> in response on Aug. 3, 2011.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><strong><span style="color: red;">"We worked with a variety of state and local officials during the relocation process; however, state Sen. Wirch was not one of them,"</span></strong> the couple said in the statement, noting they do not support Wirch’s campaign.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">That’s a strong rebuttal to Wirch’s claim that he aided in the company’s move.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">The statement also noted that a bill Wirch sponsored to help Pleasant Prairie with economic development -- which is also mentioned in his campaign flier -- was not introduced until July 2011 -- months after Uline had completed its relocation. The bill was "by no means a determinative factor in our decision to relocate," the company’s statement said.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">When Wirch’s bill was signed into law in August 2011, Wirch said it would lead to 800 new jobs in Pleasant Prairie being created through a future expansion at Uline and the launching of a new biotechnology business incubator, according to the Kenosha News.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">But those 800 jobs are only projected, not already created, as the headline in Wirch’s campaign flier stated. Only some of the jobs are expected to come from Uline. And, in any case, they have nothing to do with Wirch’s claim that he helped Uline relocate to Wisconsin.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">When asked to respond to the statement issued by Uline, Wirch said in an email to the Racine Journal Times that he had toured Uline in 2010 "and discussed with company leadership the importance of a strong workforce and well-trained workforce."</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">But touring Uline after it had relocated hardly equates to helping land the company in the first place.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Also responding to Uline’s statement, Wirch campaign spokesman Phil Walzak told the Kenosha News that all references to Uline would be omitted from future campaign materials. "Sen. Wirch is very respectful of Uline’s wishes and he has no intention of misrepresenting them," Walzak was quoted as saying.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">We asked Gillian Morris, another spokesperson for Wirch’s campaign, for evidence that Wirch helped Uline’s relocation from Illinois. She argued the statement Dick Uihlein issued was "politically motivated" since he had contribute to the anti-tax Club for Growth. That’s not even on point.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">The statement in question from Wirch is his claim that he "helped bring Uline to our area -- creating 800 local jobs." We found there is no evidence to back the boast.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">Uline brought roughly that number of jobs to Wirch’s state Senate district by the time it concluded its move from Illinois in 2010. But the company said it didn’t work with Wirch at all on the relocation. And the bill Wirch makes reference to wasn’t signed into law until long after Uline had relocated.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">The Tea-Party-propelled, debt-conscious Republicans then move to confront their states’ unsustainable pension and health-care obligations — most boldly in Wisconsin, where the new governor proposes a radical reorientation of the power balance between public-sector unions and elected government.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">In Madison, the result is general mayhem — drum-banging protesters, frenzied unions, statehouse occupations, opposition legislators fleeing the state to prevent a quorum. A veritable feast of creative democratic resistance.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">In the end, however, <strong><span style="color: blue;">they fail.</span></strong> The legislation passes.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">Then, further resistance. First, Democrats turn an otherwise sleepy state Supreme Court election into a referendum on the union legislation, the Democrats’ candidate being widely expected to overturn the law. <span style="color: blue;"><strong>The unions/Democrats lose again</strong></span>.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">And then last Tuesday, recall elections for six Republican state senators, three being needed to return the Senate to Democratic control and restore balance to the universe. Yet despite millions of union dollars, the Republicans hold the Senate. <strong><span style="color: blue;">The unions/Democrats lose again</span></strong>.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">The people spoke; the process worked. Yes, it was raucous and divisive, but change this fundamental should not be enacted quietly. This is not midnight basketball or school uniforms. This is the future of government-worker power and the solvency of the states. It deserves big, serious, animated public debate.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">Spare me the hysteria. What happened was that the 2010 electorate, as represented in Congress, forced Washington to finally confront the national debt. <strong>It was a triumph of democratic politics</strong> — a powerful shift in popular will finding concrete political expression.</span><br />

<ul><li><span style="color: blue; font-family: Arial, Helvetica, sans-serif;">Some school districts went from a $400,000 deficit to a $1,500,000 surplus as a result. </span></li>

<span style="font-family: Arial, Helvetica, sans-serif;">Why?<br />
It seems that the insurance company that provided all the "so-called" benefits to the teachers was an <strong>insurance company owned and operated by the teacher's union</strong>. Since the outfit was guaranteed to get the insurance business from the teachers, and the State had to pay for it (not the teachers) the insurance company was increasing annual costs every single year to become the most expensive insurance company in the state. Then the company was donating millions and millions of dollars to its favorite democrat politicians who, when they got elected, guaranteed to keep funding the union's outrageous costs. In other words, the insurance company was a "pass through" for Wisconsin taxpayer money directly to the Democratic Party politicians.</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br />
<div>Nice racket, and <strong>this is the racket that is going on in every single State that allows collective bargaining</strong>. No wonder the States are taking it away. Now the State of Wisconsin is free to put the insurance contract out for bids and, lo and behold, they have saved so much money it has turned deficits into surplus amounts. </div><br />
As a result,:<br />
<br />
<ul><li><span style="color: blue;">None of the teachers had to be laid off, </span></li>
<li><span style="color: blue;">Everyone got a raise, etc., etc., </span></li>
<li><span style="color: blue;">and the taxpayers of Wisconsin don't have to pay more taxes to fund the union's political ambitions.</span></li>
</ul><br />
<div>If you weren't aware of the reasons Gov. Walker was fighting to take away collective bargaining, it gives you an idea of the problem the Republican Party has. <span style="font-family: Arial, Helvetica, sans-serif;">MILWAUKEE – State Senator Robert Wirch (D-Kenosha) has over the years reiterated to constituents that he is a “fiscal conservative.”[1] Yet a recent review of Senator Wirch’s record by Media Trackers, a non-profit, non-partisan investigative watchdog group, revealed that his rhetoric and record are severely out of line. “Unfortunately, Senator Wirch’s record hardly qualifies him to claim the title ‘fiscal conservative,’” said Brian Sikma, communications director of Media Trackers.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">Some key things in Wirch’s record that do not qualify as being fiscally conservative include:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;">In 2003, Senator Wirch voted to uphold Governor Jim Doyle’s veto of a Taxpayer Bill of Rights that would have capped Wisconsin property taxes. Wisconsin property taxes rose by 5.9% and led to Wisconsin having the 11th highest property taxes in the country.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">[2] In 2007, Senator Wirch voted in favor of Governor Jim Doyle’s 2007-2009 budget that increased taxes by $376.8 million dollars and increased fees by $386.4 million.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">[3] In 2009, Senator Wirch voted in favor of Governor Jim Doyle’s 2009-2011 budget that increased taxes by $1.6 billion and still left Wisconsin with a $3.6 billion budget deficit.</span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">[4] Democratic Senator Jim Holperin said “the Governor’s got enough little tax and fee hikes in that budget to sink a good-sized battleship.” <br />
In 2011, Senator Wirch voted against Assembly Bill 9, a measure that would protect taxpayers by requiring a supermajority to raise taxes.</span><br />

This is what we are seeing now on a cosmic scale with the debt-ceiling crisis in Washington, D.C. <br />

Barack Obama and his administration's propaganda ministry (<span style="color: blue;">formerly known as the "mainstream media")</span> constantly repeat the mantra that failure to raise the debt ceiling will result in "default." It's no longer a question to them; "default" is presented as a given in their dishonest little universe. There is no default. It's a lie. <br />

<span style="font-family: Arial, Helvetica, sans-serif;">There is a striking (if you’ll pardon the pun) dichotomy taking shape in the Wisconsin public school system right now, and it’s one that should hardly be surprising to anybody who was paying attention to this spring’s labor union reform struggles. Said dichotomy is as follows:</span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><span style="color: red;">School districts</span> that were <span style="color: red;">able to institute</span> Scott Walker’s & the GOP’s <span style="color: red;">reforms to collective bargaining procedures have generally been able to balance their school budgets for the year <strong><span style="font-size: large;"><span style="font-size: small;"><u>without layoffs</u></span>.</span></strong></span></span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"> In fact, at least one district that was on the verge of instituting layoffs will be able to avoid that. </span><br />
<span style="font-family: Arial, Helvetica, sans-serif;"><br />
School districts that were not able to institute those reforms – for whatever reasons – will not be avoiding layoffs. <br />
<br />
The Weekly Standard article linked to above lists Milwaukee (354 teachers fired) and Kenosha (212 teachers to be laid off). The first example is particularly noteworthy because: a), Milwaukee had to fire an additional 482 teachers in 2010; and b), the Milwaukee school board estimates that it could rehire at least 200 of their teachers if the union simply agreed to instituting employee contributions to their own pensions (5.8%). The union (in the form of its president Bob Peterson*) refused, of course. They’re rather defensive about it, too – which is nice; I always like to see admissions of shame and remorse, even if it’s just being restricted to subconscious attitudes.<br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">If you’re wondering why the schools are having such a dramatic turnaround in their funding**, well, it’s not just from having teachers kick in more towards their pension. As I wrote about at the beginning of the month, there’s also something called the Wisconsin Education Association Trust (or WEA Trust). The WEA Trust (which was set up by Big Labor, of course) used to be effectively the only health care provider option available to many school boards… and, seeing as the school boards had no choice but to use it, the WEA Trust was utterly indifferent to market forces. <span style="color: red;">But once labor union reform took effect, lo! – school boards in places like Hartland-Lakeside, Pewaukee, and Menomonee Falls are cheerfully switching their coverage</span> – and why the Kaukauna school district has discovered that WEA Trust is now downright eager to match their new competitors’ lowest prices. It’s amazing how reasonable a seller can get when you suddenly no longer have to buy from him.</span><br />
<br />
<span style="font-family: Arial, Helvetica, sans-serif;">I note all of this mostly because there are some recall elections coming up in Wisconsin, and it’s important that Wisconsin voters understand the issues involved. They have a choice, of course. They can vote for the party that let teachers fired because there’s no money left to pay for them. They can vote for the party that refuses to think and act in the best interests of the schools, the teachers, and (most importantly) the students. They can even vote for the party who is trying to establish a service monopoly on the behalf of a crony corporation that has been inflating prices for years.</span><br />
